bola-de-golfAs if cutting a cake before it is even baked, our government has extended to 99 years the right of foreign investors to use our land. Pieces of this nation will pass into the hands of those who hold foreign passports; meanwhile local entrepreneurs are granted the use of agricultural land, in usufruct, for a mere ten years. The Official Gazette speaks of the “real estate business” when we all know that land — our land — is not available to Cubans who would like to acquire a small sliver on which to build.

Another recent surprise has been the announcement of the creation of several golf courses throughout the island. With the objective of promoting classy tourism, they will open the greens and manicured lawns, surrounded by luxurious amenities. When I told a friend about the coming of these expanses for entertainment, the first thing she asked me was with what water are they planning to maintain the green freshness of the grass. She lives in a neighborhood where such provisions only come twice a week, and to her, the thought of water pumps spraying the precious liquid between one hole and another is a painful one. You’ll have to get used to it, my friend, because the abyss between the dispossessed citizens and those who come from abroad with bulging wallets…

I can already imagine the rest of the movie: to work on one of those golf courses will be a privilege for the most trustworthy; men in suits and ties, microphones attached, will be stationed all around to keep watch and ensure that locals cannot enter and… live and learn… the most prominent and faithful servants will also have their turn with the stick to complete a round with the ball. Hence, they are in training for that morning they plan to enjoy, when they will be on the golf course in their bermuda shorts while we look on from the other side of the fence.

    Hoping to lure golf-playing tourists to Cuba – and eventually even U.S. golfers – the government will allow foreign investors to lease state lands for 99 years instead of the previous limit of 50 years.

    The extension is expected to make Cuba a more attractive place for foreign developers, who already have detailed plans for at least four golf resorts with seven courses – including a $1 billion project.

    Some foreign investors have been reluctant to commit to the projects because the 50-year limit was too short and risky, said Antonio Zamora, a Miami lawyer who researches Cuban real estate issues.

    “I think most of them will be OK with the 99-year leases, although others have told me they will not do it” unless they can have full ownership rights to the properties, Zamora added.

    Cuba’s communist government has kept tight controls on foreign investments, but a withering economic crisis is forcing it to seek new financing abroad and expand its tourism industry, one of its sources of revenue.

    The Official Gazette recently published Decree Law 273, signed by Raul Castro on July 19 – allowing 99-year leases on properties for foreign investors though the government continues to own the land. The previous limit set in 1987 was 50 years, though renewals were allowed.

    Still unclear are many issues, such as the right to sell or inherit the properties built on the leased state lands.

    The Cuban government owns the overwhelming majority of the land on the island, though some Cubans who owned small properties before the Castro revolution in 1959 have been allowed to keep them.

    But the decision by Castro, who also has been allowing small but growing doses of private enterprise by Cubans in hopes of improving the economy, could give a quick boost to tourism development plans.

    The U.S. Congress is considering legislation that would lift the ban on tourism travel to Cuba, and the Obama administration is expected to allow a growing number of educational and cultural trips to the island.

    Tourism Minister Manuel Marrero announced in August that the government had approved the creation of 16 golf resorts, ringed by thousands of condos and villas to be sold only to foreigners. Cuba has only one 18-hole course and one nine-hole course, while the Dominican Republic has two dozen.

    Foreign developers are already well along on proposals for four golf resorts on Cuba’s north coast, including the estimated $1 billion La Altura mega-project in Bahia Honda west of Havana.

    VIENNA — Cuban blogger Yoani Sanchez was named World Press Freedom Hero by media watchdog IPI on Friday, for her defiance of press restrictions and her commitment to free speech in her country.

    “Sanchez?s tremendously important work provides a glimpse into what is otherwise a closed world,” Alison Bethel McKenzie, director of the Vienna-based International Press Institute, said in a statement.

    She “represents a future where the power of the Internet can be harnessed to promote free speech.”

    Sanchez began a blog, Generation Y, in 2007 that now counts over one million readers. However, access to the site was banned in Cuba in 2008.

    To bypass this, Sanchez now emails her comments to friends abroad who post her notes on the Internet.

    In 2008, Time Magazine in the United States named her one of the 100 most influential people. The following year, her blog was listed as one of the 25 best blogs of the year by the magazine.

    Harassed and beaten up on separate occasions, Sanchez has noted on her blog that she is constantly watched by state security agents.

    But she refuses to stop writing: “If you are insulted by the mediocre, the opportunists, if you are slandered by the employees of the powerful but dying machinery, take it as a compliment,” she wrote.

    IPI named this year eight World Press Freedom Heroes, from Sri Lanka and Gambia to Turkey and South Africa, bringing the total to 60 as it celebrates its 60th anniversary.

    The institute holds its annual world congress in Vienna and Bratislava on September 11-14.
